The part pictured here is a variation on a molded rubber grommet bumper. In this particular case, the customer needed a semi-flexible straight bumper with teeth that meshed with a rotating gear. In application, the rotating gear moved the rubber bumper back and forth - and the rubber bumper was connected to another component with the grommet features.
One result of the design was the eliminatation of metal-to-metal contact (gear to drive plane), and just enough flexibility in the rubber to compensate for any irregularities in the gear motion.
