The molded silicone plugs pictured here are designed to protect fastener heads from the elements on an automobile roof rack. There are two sizes here, one slightly smaller than the other.
The silicone rubber used is color-fast (won't fade in the sun, bleach or leach color to the mating plastic parts) and is impervious to all types of weather (snow, rain, desert heat, Minnesota cold).
The design is somewhat unique in that it's symetrical from top to bottom which aids in assembly because there is no "right way" or "wrong way" to install the part. The slightly larger diameter band in the center of the part also provides just the right amount of interference fit so that the plug stays in place, but can be removed if the roof rack needs to be adjusted or serviced.
