The part pictured here is the base of a mobile light - a large cage covers a light bulb that is attached to the larger opening. The smaller end is attached to the cable that makes up the industrial light string.
The special vinyl-nitrile material used is UL approved and is resistant to just about anything harsh construction environments can throw at it.
