Not all Rubber is Non-Conductive
This is a molded rubber insulator that comes in two different sizes for two different diameter cables. They are meant to be used as protective rubber covers for line splices.
Molded with a non-conductive rubber, these insulators are used with 2000 volt power lines. When power lines are spliced, a molded rubber insulator is slid over the power lines. The molded rubber insulator is then secured on the ends, protecting the power line splice
